The total packaging value in 1998 reached 21.7 billion U.S. dollars, a 25-fold increase from the 1980s and an average annual increase of 20%.

It is pointed out in particular that China's current industry disparities include the fact that the majority of companies are not able to form a scale economy in the packaging industry; low-end products are generally unable to meet the demand for packaging high-grade products and export commodities; only 25% of companies are upgraded and replaced by technology introduction and transformation. 75% is still behind manual and semi-mechanized processing, and it is urgent to introduce advanced foreign technology and equipment.

In view of the fact that domestic enterprises can only manufacture backward primary machinery products, the demand for imported advanced production lines and technical equipment has soared. At the same time, the equipment imported from the first import climax in the 1980s was mostly obsolete and needs upgrading. In recent years, it has been introduced annually.
