The “Classification of Waste Paper Classification” was entrusted by the Ministry of Commerce to the China Recycling Resource Recycling Association. It was drafted on December 1, 2014. This is the first industry standard for the detailed classification of waste paper classification and classification. According to the “classification criteria for waste paper”, waste paper is classified into eight categories of 25 grades based on the source and use of waste paper: waste paper cartons, waste newspapers, waste books and magazines, waste kraft paper, used cardboard, waste coated paper, waste pages. Sub-paper, special waste paper, and according to the quality of waste paper, waste paper content, prohibited content, moisture content of each type of waste paper for each type of 2-4 grade division.

Since its promulgation, the “Classification Norms for Waste Paper” has played an important role in guiding market transactions, tracking the domestic waste paper index, guiding the standardized development of the waste paper industry, and linking the international waste paper trade. However, the definition of “waste paper” cannot accurately locate the concept of “recovery paper” that can be used, and at the same time, with the improvement of waste paper quality standards in the past two years and the adjustment of waste paper quality inspection standards of major enterprises, the current “classification of waste paper” The "Regulations" need to make necessary amendments to the definition of "waste paper" and "recycled paper" as well as the quality requirements of recycled paper in circulation.

This revision will involve more enterprises, make the domestic waste paper quality standards more widely implemented, and coordinate with the upcoming “Regulations for waste paper processing industry” to jointly guide the standardized development of waste paper sorting processing industry.
